I noticed that everyone is a one star recruit. Does this improve (I'm guessing it does)? how do you improve it if you can?

1 star is 0-100
2 star is 101-350
3 star is 351-650
4 star is 651-1000
5 star is 1001-1300
Blue Chip is 1300+
