Well, Saudi Arabia does. Is that what we want to emulate?

Part of the problem with the spanking issue is definition of the term. Is it a single swat on the rear and turning someone over your knee and slapping their bare bottom 20 time with your hand? How much force is used? The former could be viewed as acceptable while the latter is abuse but they are both "spanking".
