Roster is full?

Helfrich just said that they are actually over the scholarship limit by 1. I find that odd because from all roster breakdowns I've seen, Oregon was short 3-4 with a couple more spots opening up due to transfers.
Edit: Just counted the scholarship players on the 2016 roster and got 66 (which excludes Mahalak and Ihenacho who are still listed) so adding the 18 signed today, there's 84. I likely missed a player or two who I thought were walk-ons but got scholarships this past year.
