If they are returning Bush's Heisman, why are they appealing the sanctions? If they weren't guilty, why give up the award?

Maybe they think the penalty will be reduced in some way by appealing. Like traffic court. Maybe they hope the cop won't show up to court so to speak.

My memory could fail me here, but I'm sure I read an earlier Ted Miller espn blog post that the ncaa's entire case against usc in re to bush was on the testimony of a wishy washy guy.
