What is the consequence of going over the salary cap? I cant recognize any harm in doing so.

If you have a negative amount of salary then it's fine. It just means that you can't offer a max contract to guys that you don't have bird rights on.

But you CANNOT go over the hard cap. If you do, you will have your future picks taken away.

NBA has a soft salary cap unlike the NFL. Like said above but we have a hard cap in addition instead of a lux tax.

I get this is kinda early but how does the draft work? Do we do a live draft or is it simed like the games?

Live draft. There is a 2 hour time limit for each team to pick in the 1st round. Best thing to do is send if you have a pick in the 1st round or else you might get your pick CPUed.
