Why would he be ineligible? His draft notes have him as a PG and say nothing about him being ineligible.

There are reasons for it. He was determined not to have a skill-set compatible with the rules laid down for PGs. There was a reason I had him at SG since he was drafted.

Once a guy is announced as a PG and his notes reveal no stipulation then he is a PG... The PG rule has nothing to do with the skill-set a player has. Or else there would be no Russell Westbrooks, Derrick Roses, or George Hills... Anyway, let's not forget that he is 5-10 and that doesn't seem compatible with the rules for being a SG

If you are drafted and your position is SG THEN you can't play PG, and if you are a drafted PG then you can play PG... .

Just give you a heads up, this was a ruling by TK if I'm not mistaken.

Where? I've looked in a lot of places but see nothing about Barros not being able to play PG

If he was listed as a PG in the draft, and there were no notes/stipulations stating that he can't play PG, then I think it's fair game.

If he was listed as a SG when drafted, then he probably shouldn't be able to play PG, unless zyme's notes say he can.
