The guy seems to be a good player since he was named camp MVP at two different positions. He may be on the smaller side for LB but that hasn't stopped players at Oregon before. I couldn't find any profiles for him in my search so far, so it's hard to tell.
Honestly looks like he had potential at RB, plus decent HS size, at 5'11"/205-210.

Actually, it isn't out of reason to see the fast 40, with slow track times. (BTW, the 40 time came from a Nike SPARQ combine, so it is probably more accurate than some times we often see self reported)
There are a lot of football players with fast 40 times who are lousy sprinters.
For example, I went to HS with a guy who ran a legit 9.5 100 yard dash (Back in the old days when nobody in the US used meters).
On any give day, I could beat him out of the blocks, and consistently, he would pass me shortly after the 40 mark, every time. My best 100 yard time was just 10.8 seconds.
There are a lot of football players with fast 40 times who are lousy sprinters.

wounded, in theory what you are saying sounds fine, but the reality is there is a direct, proven correlation between 100 and 40 times. People that have analyzed these times throughout the years can predict with surprising accuracy what a player is capable of running in the 40 by looking at their 100 times, and even their 200 times (although to a lesser degree), which is why you will often hear Chip Kelly talk about a player having proven track times. He pays attention to track times due to the correlation it has to speed at other distances.
I am not trying to be argumentative, but I can tell you with 100% certainty that a kid that can't run the 100 in under 11.55 seconds has a 0% chance of running a legit 4.4 40. It just doesn't work that way. Heck, there were only small handful of players at the NFL combine that even managed to run the 40 in 4.4 or under. When players get legitimately timed, few can manage to accomplish it. You can look at Keloni's tape and obviously see he doesn't have the speed of those players running in that lower time range. If he did, he likely wouldn't be a walk-on. Looking at his track times, it isn't surprising the route he is being forced to take, although I wish him the best.
