It's been more than 48 hrs on Cole with the only claim coming from the Nets who already have 15 players.

I think precedence was set last trade deadline when a trade was not confirmed prior to the deadline and it got nixed. Trade isn't official until confirmed.

So here is how I see it:
Bucks claimed Cole but couldnt due to trade involving Cole
Nets claim pending trades
Trades dont get processed due to teams not agreeing in time for sim
So we have two teams claiming a player so we refer to the waiver rule:
Waivers: Applies to all cut players, buy outs or players lost to Hard Cap penalties. Any player cut in the trade process goes to waivers. Any player lost to Hard Cap penalties will take his existing contract with him. The claiming team with the worst record will get the player. During the first 30 days of the season, the previous years records will be used to determine who gets the waived player. Teams have 24 hours to claim a bought out player. Team with worst record gets the claimed player. If no one has claimed the player after 24 hours, than anyone can sign him.
By this definition, Nets are awarded the player as they have the worse record.

I understand where you're going with this, but I'm not sure it really applies to this situation.
I was unable to sign him due to the 48 hr rule. TK was able to claim him but chose to wait until his trades were processed rather than dropping someone. His claim shouldn't come into play until he had the roster space to actually sign him.
Once my 48 hour probation period ended, TK's trade still had not been confirmed. After 48 hours I should be first in line given the nets/Knicks trade was confirmed about an hour later.
At the end of the day it's not that big of a deal, but I'll respectfully disagree with your ruling.
