I'm curious if Oregon returning the $200k can be used against them. I would think it would've been wiser to accept the payment with a statement in return telling him that he's still owes another 200k.

The most common reason to return a partial payment is when the payment is declared "payment in full" on the payment device or an accompanying remittance statement.
