Andy Staples did a good job of explaining it in advance. Essentially, if the NCAA goes too heavy on their punishment, Michigan sues and potentially no penalty happens and the NCAA is out a ton of legal fees. Considering every school volunteers to be part of the NCAA, I don't understand why they have no grounds for enforcement, but that judicial system has said time and again that they can't do squat. So a weak penalty like this is what you get.

Should be a post season ban involved along with a scholarship reduction, but it is what it is

Is this still the thing about sending a guy to watch other teams from the stands? It's funny that anyone is still talking about this, especially after they beat the snot out of everyone in the postseason that year without using any sign-stealing.

I think the penalty had less to do with the actual sign stealing, and more to do with their unwillingness to cooperate, and the lengths that Michigan was willing to go to gain a competitive advantage

Almost every source has said Michigan was less than forthcoming in nearly every stage and interview. Probably would have gotten less if they just admitted to what they'd done.
