Should Oregon be rated #1? Maybe, but Ohio State has two quality wins and would likely be favored over Oregon on a neutral field. What did being rated #1 get us last year?
Regarding whether the Ducks or tOSU should be #1, I guess it depends on how one defines a "quality" win. I don't think there can be any Q that the Ducks now have the highest quality win, going into Happy Valley and beating the #3 team. I can only guess that you're counting the win at UW as tOSU's second quality win, but I think that's questionable.

That said, I don't necessarily "mind" that the Ducks are at #2 right now, just that I think they have a little better argument for being #1 than tOSU does.
There’s a lot of football to be played still. Before the season I thought we’d lose @Penn State and @Washington.

We’ll see if we play Washington as well as Ohio State did, and if Ohio State plays Penn state as well as we did.

I'm going to again say that I'm glad Oregon isn't #1. I want them to stay hungry and humble. But as far as Oregon not getting its due from the media and national fans, I think it's absolutely real. I've been thinking about how the story of this and last year's Ducks teams isn't Oregon, it's Dan Lanning. Lanning is the story because the perspective is that Oregon is good but not great, but right now they're great because of Dan Lanning. By contrast, when Alabama or Ohio State or Texas wins, it's because of the program and they finally found the guy to unlock their potential. When Oregon wins, it's because there's a star individual on the team (Mariota) or on the coaching staff (Chip, Lanning). It's a fascinating contrast that speaks to how Oregon still has not arrived.

We are still the Nouveau riche, the new rich. The old money always looks down on that. We are still in that golden period where we are good yet still so hungry
