Hard Cap Introduced (please read)

I think most GMs here now know what's going on.
I'm going to implement a hard cap. It will be at $58 million. Take the hard cap very seriously please by reading the rules here:

Raptors are the only team even close right now, at about $55 million. So be smart tales!
