Yea I would agree with this but unfortunately there is no better alternative that I can think of. Thats why I hold off on TC so that getting a FA who jumps in ratings during TC is not so random with who is on right when I sim it.

I'm probably wrong, but I dont think you had the ability to give him a max offer.

Max what he could offer. He had 1 bird year so was able to offer more than what I could sign him to

Pretty sure he could only offer 120% of his previous salary. Not the 10 million max.
