But also, Oregon is suing Carlos Locklyn (aka Mr. Soft Batch Cookie) for failing to pay his full buyout.

I'm curious if Oregon returning the $200k can be used against them. I would think it would've been wiser to accept the payment with a statement in return telling him that he's still owes another 200k.

The most common reason to return a partial payment is when the payment is declared "payment in full" on the payment device or an accompanying remittance statement. Accepting that payment makes it very complicated to pursue the rest of the debt even though you may not agree it is full payment.
