They may have a shot with Michigan State, Nebraska, and Rutgers after Ohio State and Indiana.

If they get the 6 wins, I think it's pretty much guaranteed. No lower end bowl is going to refuse a chance to invite them

It's hard to say. Personally, I'd always want to accept a Bowl bid, but it would a different story if I couldn't field a competitive team.
Also, if they're fortunate enough to get to 6-6, going to a Bowl with a depleted roster could result in a loss and a losing season. That would really suck.
Oh, and another thing I just thought of is that James Franklin will likely be hired by another school before Bowl season. I read a couple days ago that he wants to take at least some of his staff with him, so would they even have enough of a staff to coach in the Bowl game?
Lot of things to think about.

Refusing a bowl game would be a disservice to any of the kids that decide to stay. Any Penn State bowl game would be before the transfer window which could have an impact either way for players.
I think Franklin may take a media pay check next year so that Penn State's payments to him aren't reduced by a new school and he makes that extra money from a network to take a year off of the grind of being a HC.
