No by rule the ref has to allow the USC defense to sub and they took their time. Oregon tried forcing a play with poor execution when they should’ve called a timeout. Something I've noticed since Lanning took over is that this team completely lost the ability to decisively close out games. It just never happens without drama unless the opponent is completely overmatched (both OSUs we've played this year) and put into the dirt early.

Even the USC-biased announcers thought that PI was on USC...what a joke.

I'm amazed they didn't find a way to call Flowers for PI for making contact with the USC player after he touched the ball...
